At this point, the source should become visible and you should see your game. In the "Device" drop down list, navigate to Game Capture HD60 Pro (NOT Elgato Game Capture HD). In OBS Studio (download here if you don't already have it installed), add a "Video Capture Device" to the "sources" tab. As long as the drivers work fine, the card will still work in OBS. If you get a persistent "detecting signal" message in the Game Capture HD software, do not panic at this point! The card may still be in a usable state, just the elgato capture software might be buggy. (unplug the PC, press the power button 3-5 times, wait 30 seconds, plug it back in and turn on) turn off your computer again and cold reboot it.you should see it in the "sound, video and game controllers" under "game capture HD60 pro" at this point double check that in "device manager" the capture card is not showing up as "multimedia controller" anymore.download and install the elgato game capture HD software located here.find the drivers for the elgato game capture hd60 pro on elgato's website and install them.the two are listed seperately, so make sure you find both! uninstall both the game capture HD software AND the game capture HD60 Pro driver in add/remove programs.Figure i should post here for posterity in case anyone else has the same or similar issue.
